Follow Sam on Twitter Email Sam Sweeping changes are expected when Australia's three remaining car makers shut their doors. The Australian automotive landscape is on a fast road to change. Our country is facing a motoring industry without local car manufacturing, leaving behind a heavily depleted components supply sector and fewer associated jobs. But the news is not all bad. The advent of new technology, coupled with fewer restrictions around industry requirements, means Australian buyers could soon expect unprecedented safety, efficiency and choice in the new car market. There is hope the demise of manufacturing will free up federal government funds for incentives for greener, safer vehicles. Here, we look at how Australia's automotive landscape is set to change between now and 2017, once Holden, Ford and Toyota have shut up shop. With ever-improving technology and tightening standards, car design and protection will continue to improve road safety in Australia. Car safety is being emphasised by emerging technologies including self-steering, autonomous emergency braking and vision-enhancement systems. Volvo has long led the safety charge with a lofty claim to mitigate all deaths and injuries in its vehicles by 2020. But the Swedish car maker isn't alone in its pursuit of ultimate safety. Luxury car makers, including Japanese marque Infiniti, are integrating new safety technology into some of their offerings. One example is Infiniti's so-called Backup Collision Intervention System, which uses computer analysis, radar and sonar sensors on the rear bumper to automatically apply the brakes if a large object, animal or child is detected while reversing. That crash avoidance is a large part of the safety push. Moves are afoot to fully align the controversial Australasian New Car Assessment Program with the European NCAP equivalent, meaning the adoption of important advanced safety technologies could be fast-tracked in Australia. ANCAP chairman Lauchlan McIntosh said the benchmark for safety was forever shifting and would evolve significantly in the next three years. "There's a raft of new technologies in terms of collision avoidance rapidly coming in; by 2017, we're going to see a huge amount of change in new cars and maybe even in retrofitting. There are several factors at play - the most important of which is the Australian dollar - but the general consensus is that car prices will hover around current levels in the coming years. Key to pricing movements are free trade agreements Australia is negotiating with South Korea, Japan, China and India. Once ratified, those deals will eliminate a 5 per cent tariff applied to vehicles imported from those countries. Free trade agreements are already in place with the US and Thailand, which between them account for about one quarter of the cars sold here. Once the new deals materialise, cars should theoretically be about 3 per cent cheaper. But as Toyota showed last month with its Corolla sedan, which is now imported from Thailand, prices might not necessarily go down. Instead, car makers could add more equipment. Or they could simply retain the savings to allow for future fluctuations in the Australian dollar. "The FTA with South Korea won't necessarily lead to price changes, because there are so many different factors at play," a Hyundai spokesman told Drive. "We wouldn't rule out price drops - it's definitely possible - but it's too early to say. A push to introduce new laws for second-hand imports could materialise once Holden, Ford and Toyota stop manufacturing here. Second-hand importers claim there is no reason to continue enforcing restrictive laws designed to protect local car makers. Currently, about 1000 vehicles a month are imported into Australia under the restrictive Registered Automotive Workshop Scheme. Some were built before 1989, or are vans or specialist and enthusiast vehicles brought in from Japan through loopholes. Stakeholders from Australia met New Zealand representatives in Sydney last month to establish an industry association and remove federal regulations that impede second-hand imports. Such regulatory changes would make the price of near-new used cars considerably cheaper, particularly sports and luxury models that can cost many multiples of identical models overseas. That, in turn, would put pressure on new car prices, with some buyers instead opting for a similar alternative from overseas. A Productivity Commission report released in January recommended the removal of barriers to importing second-hand cars, citing increased choice and reduced prices as consumer benefits. The Australian Automobile Association and the Federal Chamber of Automotive Industries joined new car importers in publicly criticising the plan. Second-hand imports account for 50 per cent of sales in the New Zealand market, contributing to an average fleet age of 14 years. Australia's new vehicle market is already one of the most fragmented and competitive in the world, with about 60 different brands. With European countries preparing to enforce stricter emission standards from later this year, Australia is lagging behind in its pollution benchmarks for new cars. In the past, emission standards in Australia have been enforced with consideration to the vehicle and engine development flexibilities of local car makers, which have been largely hamstrung by their conventional, larger-capacity engines. However, this will change with the car makers' respective closures. Europe is preparing to phase in strict Euro 6 emission standards from September. By 2017, Australia will have begun enforcing similar rules, meaning stricter benchmarks for nitrogen oxides (NOx), total hydrocarbon (THC), non-methane hydrocarbons (NMHC), carbon monoxide (CO) and particulate matter (PM) pollutants. Originally, the former Labor government proposed Euro 5 measures in 2012 and Euro 6 from 2016, but postponed both at the urging of the vehicle industry. The Federal Chamber of Automotive Industries has expressed concerns about inferior fuel standards in Australia, and the effect that will have on introducing Euro 6 measures. The other variable in emission standards in Australian is the mass introduction and sale of the electric car. Despite more than a decade on sale, hybrid cars still account for only 1 per cent of the market. The biggest electric limitation is cost - they cost thousands of dollars more than otherwise equivalent cars - and there is also the problem of range anxiety, whereby people worry if they can make it to the next charging point. However, with no car makers to subsidise post-2017, the federal government could free up funding for green car incentives. Such programs already exist overseas, offering reduced registration premiums, cash-back schemes or designated driving lanes for drivers of hybrid or electric cars. According to motoring associations, there is no accurate way to predict fuel prices, because the two biggest pricing indicators - the Australian dollar and the price of motor gasoline - can vary significantly from day to day. In the past 10 years, the price of regular unleaded petrol increased about 40 per cent. NRMA spokesman Peter Khoury said it was difficult to predict the future trends of petrol prices beyond two or three weeks. "For a dramatic change in petrol prices, you would need to see a significant increase in mogas price and a significant fall in the Aussie dollar," he said. "The Australian dollar is still fairly strong at the moment and it's quite difficult to forecast anything that could happen in the coming months that would cause prices to increase drastically. Khoury said the ongoing threat of global oil shortages had abated with the discovery of new deposits. With the impending death of the local manufacturing industry, there is some uncertainty around the future of LPG in Australia. Ford and Holden vehicles dominate the LPG market, but their looming deadline will soften demand. Khoury pointed to the emergence of LPG in China and the steady increase in international demand as reasons LPG would continue to be sold in Australia. Like petrol, LPG pricing fluctuates readily and is difficult to predict. It is also seasonal commodity, usually spiking in price during the European winter, when indoor heating usage peaks. Australians have grown up on a healthy diet of larger-capacity, V8 muscle cars for decades, and that trend will likely continue, with the Ford Mustang confirmed for about 2015 and General Motors saying it could produce right-hand-drive versions of the Camaro and Corvette. Chrysler and its Dodge brand, too, are looking to take advantage of the demise of locally produced V8s, with the potential for right-drive versions of the next-generation Dodge Charger and Dodge Challenger. But the key considerations for future performance are increasingly in new engine technology and forced induction. Only last month, German car maker Porsche confirmed it was working on four-cylinder derivatives for the Boxster and Cayman, and Jaguar is reportedly considering a similar move for its evocative F-Type. The sledgehammer V8s once commonplace on powerful sedans are also being eschewed by smaller-capacity units with turbochargers. Mercedes-Benz, Audi and BMW have each downsized their hero car engines in a bid for improved efficiency. Most car makers feel there will still be a market for V8s, but that they will be limited to performance models, and even then in limited applications. Another revelation in performance is the use of hybrid drivetrains in higher-end vehicles. Porsche, Ferrari, McLaren and BMW have each developed supercars that team conventional petrol engines with electric motors, enhancing performance while improving efficiency. With Holden, Ford and Toyota confirming they will cease their car-making operations by 2017, manufacturing in Australia will undergo huge structural change over the next few years. However, as the pending Productivity Commission report is expected to outline, automotive manufacturing can continue. Despite their immediate reliance on Holden, Ford and Toyota, component makers are working to diversify their operations in a bid to survive beyond 2017. The components sector currently comprises about 150 individual tier-one firms, many of which are beginning to produce goods for overseas markets with help from federally funded transition schemes. "The opportunities for suppliers outside Australia are in exporting complex, high value-add components, or selling engineering services or plant/capital to emerging markets or partnering joint-ventures with emerging auto industries," Federation of Automotive Product Manufacturers chief executive Richard Reilly said. One such program already in place is Nissan Castings, a subsidiary of Nissan Motor Company Australia. The company's Dandenong plant is one of the enduring remnants from when Nissan ended its car manufacturing operations in Australia in 1992, and an example of how component suppliers can survive beyond 2017. In 2011, Nissan Castings secured a $160 million contract to manufacture components for Nissan's electric Leaf, which is sold in 35 countries. Flying the flag for vehicle manufacturing in Australia post-2017 will be the little-known heavy industries sector. Currently, Iveco, Kenworth, Volvo Trucks and Mack Trucks (a subsidiary of Volvo Trucks) manufacture or assemble products in Australia. Iveco employs about 600 workers, including 35 engineers, across its Dandenong truck-making division and one Iveco product, the Acco, comprises 90 per cent Australia-produced parts and is built for the local market. Iveco Australia general manager Stavros Yallouridis said heavy-industry manufacturing should take on greater importance with the demise of the car-making sector. "We have a full manufacturing plant here, which includes pressing and those associated skills," he said. "We currently manufacture about 800 to 900 vehicles in Australia each year … It's not an easy task, but we're definitely not in a position like the car manufacturers [where there is not a viable business case]. The car makers will also maintain a presence. Ford will continue to staff about 1500 workers for engineering and design in Victoria, while Holden will retain its global design centre. No surprise, Green looked like the unproven, 18-year-old kid he is. Deer-in-the-headlights stuff. He was wide-eyed, jittery and looked unsure of himself. So unsure that at one moment US captain Clint Dempsey felt the need to eagerly extend his right arm and point exactly where he wanted Green to deliver a through ball. It was like the kindergarten teacher telling the toddler where to put the toys away. "You saw in some moments what this kid is actually capable to do, how he goes in the box, draws two guys and should have gotten the penalty," Klinsmann said in his post-game press conference about the highlight of Green’s 30-minute stint. "Obviously he was nervous to play his first cap in front of 60,000 against Mexico, here and there you slip, lose your balance like it happened once there. Within 10 minutes [you know] whether he's a good player or not. Julian is a very good player. No. First, it wasn’t a penalty (the contact was outside the box) and secondly, I watched him for 30 minutes and didn’t see the “he’s a very good player” part. One stepover move does not a great performance make. He went at the Mexican right back a few times? Big deal. Brek Shea has been doing it for his entire USMNT career and he’s done it better. If you’re Green, a teenager with minimal first-team experience anywhere in the world, you'd better be capable of doing something extra darn special to justify earning a spot in what essentially amounts to the final tryout before next month's World Cup camp. He didn’t show it. And this US team has no time to hold his hand and teach him how to walk on the big stage. If your knees are buckling with nerves and you’re slipping all over the field, you’re just not even remotely ready for a World Cup. “What about young Landon Donovan and DaMarcus Beasley playing for the USMNT in 2002!” some Green-giddy US fans will argue. Apples to oranges: The US squad depth those days was nothing like it is today. And both Beasley and Donovan (they were both 20 years old at the time) had played full seasons for top-flight clubs in MLS and cut their teeth as starters. Green is not there. His US teammates won’t ever call him out publicly for the lack of chops. All you had to do was listen to Michael Bradley’s diplomatic postgame statement Wednesday night with ESPN's Jeremy Schapp, who inquired about Green’s performance. "I think it's exciting," Bradley said. "A young kid like that with so much talent and so much ability. For him it was just about getting out there for the first time, enjoying himself and getting the first one done with. Now we can really get him going. “Today, you look around and you see young players at 20, 23 years old and they’ve not played any games. There are highly thought of players who in some cases are skillful, good players. But you look back and they’ve not played any games … They have no experience of what it means to play games. And for me, that move to Holland was perfect in that sense. Even Brazilian legend Ronaldo, who was famously included in that 1994 Brazil World Cup as a 17-year-old, was already a steady goalscorer with Cruzeiro and led them to the Copa do Brasil championship. And didn’t Sven-Goran Eriksson’s Theo Walcott gamble in 2006 – the Swede surprisingly named the 17-year-old Arsenal wunderkind to the England squad – already teach us a lesson here? After the fact, even Walcott himself admitted his inclusion was not warranted: “I didn’t deserve to go to the 2006 World Cup. I hadn’t played in the Premier League or justified being there at all. The Walcott move backfired. Not only did he not see the field in Germany, but his England teammates didn’t appreciate his presence. Steven Gerrard also came out and ripped the decision in his autobiography. Wednesday’s US opponent, Mexico, also faced a similar situation in 2010 when they tried to bring along then 20-year-old Barcelona reserve team member Jonathan dos Santos (brother of Giovani dos Santos) a little too soon. The decision left a cloud of World Cup controversy in its wake when he wasn’t named. Klinsmann needs to bring the circus to an end. If you want Green to experience the World Cup so bad, just go ahead and pay for Green and perhaps other youngsters like Luis Gil and DeAndre Yedlin, to join the US World Cup delegation and train with the team in Brazil (Ecuador did it with current starter Felipe Caicedo when he was 17 in 2006). But make it clear now that Green won’t be part of the official roster. The US boss would be doing a favor for Green – there's pressure and despite the fact that U.S. Soccer won't make him available to media, you know he’s hearing all the chatter – and for the US national team program. The USA would surely be the only country at the World Cup carrying a player from the fourth division. Let's come to grips with reality: Green may one day be World Cup quality. But right now he's not ready and he won’t be ready in time for Brazil. Time to stop pretending he will be. The BMC did not return the money to him. He filed an application seeking to know what exactly the corporation had done to ensure that the money was returned to him. But the public information officer (PIO) did not provide Sawant any information despite the first appellate authority's (FAA) directing him to do so. It was in this connection that the information commission pulled up the PIO and asked BMC to pay the applicant Rs 10,000 as compensation. Invoking the Government Servants Regulation of Transfers and Prevention of Delay in Discharge of Official Duties Act (Act 21 of 2006), the commission asked the BMC commissioner to conduct an inquiry and fix the responsibility in the case. Solunke was asked to be compensated because R/South (Kandivli) ward had refused him information on some illegal construction. The PIO and the FAA did not attend the hearing, and the information commission observed that it showed the irresponsibility on their part. Stating that the information sought was in public interest, the commission asked the people concerned to provide Solunke the information he had sought and also compensate him. John Flanagan (R-East Northport) wants to mandate chemical testing of drivers following serious car crashes. State Sen. John Flanagan is proposing a law that would require testing drivers suspected of being under the influence of alcohol or drugs following car crashes resulting in serious injury or death. The legislation, which received Senate approval on March 25, would require law enforcement to administer either breath, blood and urine tests following such incidents. Currently, the tests are administered at the discretion of law enforcement and police have to establish reasonable cause to order such tests. Flanagan's legislation would be "allowing the accident's occurrence to be sufficient for establishing reasonable cause," according to a statement from his office. In August 2012, the National Highway Traffic Safety Administration found that New York reported testing "only 6 percent of surviving drivers who were involved in fatal crashes for their blood alcohol concentration" in 2009, the most recent year of data included in the report. Only four states reported testing a smaller percentage. Minnesota tested the highest number of surviving drivers — almost 90 percent — for blood alcohol content. "Each and every driver who gets behind the wheel while under the influence of drugs or alcohol must know that they will be held fully accountable for their actions," Flanagan (R-East Northport) said. "To accomplish this, our state needs to constantly update the tools our law enforcement officials have at their disposal to protect our roadways and our residents from these reckless and irresponsible drivers. Law enforcement officials could immediately administer the test upon driver consent, or obtain a warrant or court order if the driver refuses or is unable to consent, according to the statement. This is not the first time Flanagan has tried to get the legislation approved, according to a Flanagan aid. The state Senate approved the law in the past, but it has not advanced in the Assembly. The law once again awaits a vote in the Assembly, where it has been co-sponsored by a number of lawmakers, including Assemblyman Andy Raia (R-East Northport). New report documents cardiopulmonary arrest in premature infant after cyclomydril eyedrops

Ratings require JavaScript to be enabled. Eyedrops administered to infants as part of routine outpatient retinopathy of prematurity (ROP) screening can have life-threatening consequences. A case report published in the Journal of the American Association for Pediatric Ophthalmology and Strabismus (AAPOS) describes cardiopulmonary arrest in a 27-week-old infant following administration of three sets of cyclopentolate 0.2%/phenylephrine 1% (Cyclomydril) eyedrops. "Cardiopulmonary arrest can occur from just instillation of eyedrops in a premature infant seen for ROP in an outpatient setting, and pediatric ophthalmologists should be prepared to handle such an emergency in their office," says Sylvia Kodsi, MD, Professor of Ophthalmology at Hofstra North Shore-LIJ School of Medicine. "This can be particularly perilous in outpatient offices where patient monitoring and emergency back-up is not as readily available as in the hospital setting. Retinopathy of prematurity is one of the most common causes of impaired vision in children and can lead to severe visual impairment and blindness. ROP primarily affects premature infants who weigh 2.75 pounds or less who are born before 31 weeks of gestation. Each year, about 28,000 infants in the U.S. fall into this category and about half are affected to some degree by ROP. About 400-600 of these children with ROP become legally blind. ROP occurs when babies are born before blood vessels in the eye have had a chance to reach the edges of the retina. Abnormal blood vessels form, resulting in inadequate blood supply, retinal scarring, and retinal detachment. Professional organizations such as the American Association for Pediatric Ophthalmology and Strabismus, American Academy of Pediatrics, and American Academy of Ophthalmology recommend that at-risk infants be regularly screened for changes associated with ROP. To conduct the examination, eyedrops are administered to dilate the pupil (mydriasis) and reduce eye movements by temporarily paralyzing eye muscles (cycloplegia). In the case that was reported, a 27-week-old low-birth-weight infant presented for a follow-up ROP screening examination at 41 weeks' corrected gestational age. The patient had previously undergone several such examinations, beginning at 30 weeks' corrected gestational age and every 2 weeks thereafter. For all those examinations, the infant received three sets (one drop per eye) of Cyclomydril, a combination of cyclopentolate (an anticholinergic that blocks pupillary constriction and eye muscle contraction) and phenylephrine (an alpha-adrenergic agent that causes mydriasis). Fifteen minutes after the last set of drops was administered, but prior to the eye examination, the baby suffered a cardiopulmonary arrest and was revived within a few minutes. After transport to the hospital, she experienced another episode of apnea (breathing difficulty) and bradycardia (slow heart rhythm) and was found to have new-onset pulmonary hypertension. These serious events are most likely attributed to an adverse drug reaction to cyclopentolate. According to co-author Jung M. Lee, MD, an ophthalmology resident also affiliated with Hofstra North Shore-LIJ School of Medicine, the phenylephrine would have mostly been cleared by the time the patient experienced the second event of apnea and bradycardia three hours after instillation of the eyedrops. She cautions that other anticholinergic drugs such as tropicamide may have a similar side effect profile. For this child, subsequent dilated ROP examinations performed with tropicamide 1% and phenylephrine 2.5% were performed without incident. "Eyedrops used for mydriasis and cycloplegia can be systemically absorbed and cause serious side effects, including oxygen desaturation, apnea, bradycardia, transient hypertension, delayed gastric emptying, and transient paralytic ileus. These effects can be more serious in infants because of their lower body mass and immature cardiovascular and nervous systems," cautions Dr. Kodsi. "Pediatric ophthalmologists should be equipped to handle this type of emergency, either personally or with ancillary services that are immediately available.
